Julie Ruppert was named the fifth Commissioner of the Northeast-10 Conference on May 1, 2008 and began her duties on June 1, 2008. Ruppert's appointment as Commissioner made her the first female Commissioner in NCAA Division II history. Ruppert joined the Northeast-10 after spending 15 years with the America East Conference, an NCAA Division I conference located in Cambridge, Mass.

In her role as Commissioner, Ruppert is responsible for overseeing the daily operations of the largest Division II conference in the country with its 16 member institutions and 23 championship sports, a distinction it shares with the PSAC. Among other initiatives, the Northeast-10, under Ruppert's guidance, will embark on a strategic planning process in 2009-10. Ruppert oversees all financial aspects of the Conference, including the management of its NCAA grants.

In January, 2009 Ruppert was appointed to the NCAA Division II Management Council representing the NE-10. She also currently serves on the NCAA Committee on Sportsmanship and Ethical Conduct, is a member of the Division II Identity Subcommittee and serves on the NCAA Convention Planning Project Team.

Ruppert's past NCAA committee service includes a term on the Division I Championships Cabinet as well as the NCAA Honors Committee. She is an active member of the Division II Collegiate Commissioner's Association, the National Association of Collegiate Women Athletic Administrators (NACWAA), the Women's Sports Foundation and the Division II Athletic Directors Association.

Ruppert's tenure at America East was marked by increasing roles over the course of her tenure. She was promoted to Senior Associate Commissioner in 2005 after eight years as Associate Commissioner. She also served as Interim Commissioner from March until August, 2005. Ruppert was the Conference office's Senior Woman Administrator and managed the human resources for the staff, including the employee benefits program. She administered all policies and procedures of the Conference, including regular season and game management policies for the conference's 22 sports. Among her other duties, Ruppert oversaw the direction of the conference championship programs along with being a liaison to the Athletic Director's Council, the Senior Women Advisor (SWA) Committee, the Championships & Competition Committee and the Finance Committee. In other roles at America East, Ruppert managed the conference awards program, developed and oversaw regular season league schedules and was responsible for all aspects of the men's and women's basketball championships.

Ruppert began her tenure at the America East in 1993 as the Assistant Commissioner. Prior to that, she was an intern with the Eastern Conference Athletic Conference. A graduate of Middlebury College, Ruppert holds a degree of Arts in Political Science with an American Literature concentration.

Ruppert and her husband John, the Sr. Associate Athletics Director at Bryant University, are the parents of twins Connor and Emma (5).
